my old screen ran at 165 hz but now it's set to 240 hz while games still cap at 165 fps. even with the monitor adjusted and in-game FPS displayed at 240, turning VSync didn’t help.

Yep, 1650 is working smoothly with CS:GO stretched for higher performance. I also realized with my old monitor that FPS was capped at around 165, just like now.
