Under Cinibench the processor reaches just 75% capacity, but it seems intended for 90%+ performance by design.

What Windows release is this? Was it a fresh installation or did you retain the previous system during an upgrade? (For platform upgrades, open msconfig and look for disabled cores.)

Check if the installation is new and verify CPU core settings in MsConfig.

Remove the CPU, examine the pins on the motherboard, reposition it again, verify.

The only idea that comes to mind is setting up Ryzen Master and verifying whether it displays two CCDs. If not, you should consider returning the chip for replacement.

Yes, check it out. If you have an extra pendrive, try setting up a live Manjaro and test if it can access all the cores and threads—likely not.

All pins and pads appear correct. No adjustments needed post-reinstallation. AMD support has been notified. Appreciate the assistance from everyone.
