I know about Windows 10's "metered connection" feature. It's a useful tool but doesn't cover everything, particularly third-party applications. For extended tethering, I expect significant background activity on a fully functional OS like Windows. I'm looking for a firewall that lets Chrome access the internet exclusively. I've tried GlassWire and found it difficult to use in whitelist-only mode. I plan to test NetLimiter instead. Are there other options you recommend?
