I'm experiencing consistent GPU usage during Cold War, but with RDR2 and Valhalla I see a much higher efficiency, around 95-97%.

Have you checked the CPU utilization, especially if a single core reaches full capacity? How intense is the workload? Is the processor limiting performance? Is Power Management enabled? Are you using AMD Memory Profile and what speed does your RAM operate at? Are you using dual memory modules or just one? For example, my 5950X behaved much worse than expected in every review I read, since reviewers all turned on PBO to allow higher core boosts.

Corsair Vengeance 16GB with 3200 MHz, dual channel XMP enabled. BIOS shows about 60% CPU usage. I captured a screenshot and temperatures are normal at 3200. Usage seems reasonable.

Check the available CPU cores. One is likely reaching full capacity, which may cause the game to slow down.

The screenshot is causing a bottleneck on the GPU. It's not a precise measurement because a GPU consists of many components, but anything over 95% utilization is essentially at full capacity. You rarely get a perfect 100% usage on the GPU.

Sure, enjoy gaming at 3840x1600 resolution. A 3090 maintains around 98% performance most of the time.

On a 5800x display and RTX 3070 without Ti memory, I achieve about 150 frames per second using DLSS, 1440p resolution, and all settings enabled.
