Essentially 2-3 GB is the bare minimum Windows 10 (or 8.1) requires, especially when you close everything like the browser. If you limit what’s open, you’ll usually see around 2 GB used easily. But once you load more content, it quickly rises again—there’s little you can really do except avoid opening many programs at once or consider upgrading your RAM. In a philosophical sense, unused RAM is just sitting idle, conserving energy and reducing wear, which is actually beneficial.
Being empty doesn't lessen wear and tear; everything remains intact. It stays active, and you can reset and refill it multiple times before your high-definition game begins loading its assets from storage.
Back in 2012, 6GB was the lowest you'd need; today 32GB is considered the absolute minimum.
Minimum was 4GB, standard was 8GB. Now it's 8GB as the bare minimum and 16GB as the norm. 32GB for more than just games.
