consider this processor a waste of money. opt for an i7 10700f, i5 10400, or even a Ryzen 5 3600 if you don’t need high performance.
In practice, 3200 is considered an overclock. You're probably going to reach it regardless. The gap between 2933 and 3200 is practically insignificant.
The 10700K supports significantly quicker memory compared to 2933MHz, though on Z490 it's only an overclock beyond the XMP settings. Between 3200 CL16 and 2933 CL15, the 3200 model shows slightly better performance due to lower latency. For the 10700K, you'd likely see even faster RAM. What are your plans for the PC? If you're mainly gaming, the 10600K delivers most of the 10700K's capabilities at a more affordable price.
By default those would run at 2133mhz and you will have to enable XMP in the BIOS to run them at those rated speeds ie. 2933 or 3200mhz. That is technically OC too and if you don't wish to overclock the CPU and haven't brought it yet save your money by going for the 10700 non k variant or else a Ryzen 3700x should be a viable option too with better upgrade path then Intel. Most 3200mhz kits should work with the 10700k though infact my own CPU supports only 2933mhz but I'm running re 3200mhz C16 sticks too.
