150 is an odd number, have you checked speed testing on another server? I’d assume if there’s a wiring or network card problem it would be around 100Mbps. Would you like me to try a different network cable? Or place your PC near the modem and use a shorter connection? Cat5e works just fine.
I tested three distinct Ethernet cables, placed the computer close to the modem, and used various servers for speed testing. The fastest connection I found is 181Mbps. Noticing the ISP laptop connected to my modem and achieving 900Mbps or higher speeds on that server makes me think a setting might be limiting my CPU performance.
I’m not sure about the software you’re interested in, but I mainly use this PC for gaming and streaming with minimal internet use. Discord and Twitch remain active, though I disabled them during speed tests. I checked my network monitor and found it used only 20% during testing, dropping to just 1% when it wasn’t running.

Regarding your question: three days ago I noticed download speeds improved significantly during tests, especially for large Triple A files.
