Only ideas I have are that it might be a bug or someone has indeed enabled parental controls in IE/Edge or inside your modem/router settings. I didn’t realize Forza 3 was even released yet, and I need to quickly confirm if that’s acceptable. I saw that recommended system specs for high detail and resolution on PC are an i7-3820 and GTX 1060. Is that meant for 1080p, and would it need fewer specs for 1600x900 at 720p?

Thanks. I hope once your new PC is built it will support at least medium settings on your resolution. Regarding your concern, you might also want to check the Xbox, Forza, or Microsoft forums.
