Yes, I can verify for memory leaks and also assess throttling using Aida64.

You're right about the throttling issue. It seems to only occur after reaching 91 degrees, which is far beyond what happens in GTA V. The cores consistently run at 3.4 GHz throughout the game. There doesn't appear to be any throttling while playing.

I've already attempted it, but it didn't work. Setting the game's priority to high hasn't helped either. Maybe a full Windows reinstall is needed, which would take some time.
