The two options serve distinct purposes. OneDrive is a cloud storage service, while the Office Upload Center is a tool for uploading files to OneDrive. Using them together isn’t necessary unless you need separate features for storage and uploading.

Office uses OneDrive with its own upload system for SharePoint and other web servers. You can hide it by unchecking all the options in the upload center.
