It looks like I acted quickly based on my past experience with older passive PoE systems. It seems passive PoE used gigabit speeds in two versions: Version A had Pin 1/2 Data&V- and Pin 3/6 Data&V+, while Version B used Pin 4/5 Data&V+ and Pin 7/8 Data&V-. The key difference from the 802.3af/at standard is that passive PoE ports stay active all the time, so port 4 functions as a gigabit port—though it might be configured differently in settings. How are you connecting the Edgerouter? You could also try forcing Gigabit mode in the settings.
