I've noticed similar behavior with my Ubiquiti EdgeRouter X. It usually works well, but sometimes it caps at 100Mbps regardless of the port or cable used. Another user reported the same issue recently.

Port 4 acts as a direct feed for Passive Poe. This means pins 4, 5, 7, and 8 are solely for power supply. You're left with four pins capable of handling up to 100Mbit.

I noticed a new point here. My EdgeRouter is set up with eth0 to eth2, but if I switch to eth3, I might face similar concerns.

On page 5 of the datasheet, it states the POE port supports 10/100/1000 speeds. This seems confusing for Ubiquiti's perspective.

It looks like I acted quickly based on my past experience with older passive PoE systems. It seems passive PoE used gigabit speeds in two versions: Version A had Pin 1/2 Data&V- and Pin 3/6 Data&V+, while Version B used Pin 4/5 Data&V+ and Pin 7/8 Data&V-. The key difference from the 802.3af/at standard is that passive PoE ports stay active all the time, so port 4 functions as a gigabit port—though it might be configured differently in settings. How are you connecting the Edgerouter? You could also try forcing Gigabit mode in the settings.
