Simple to achieve. The PC connects to a modem and receives an IP address within a single subnet, along with a gateway. Set the second network card to use a fixed IP in that subnet and avoid adding a default gateway during configuration.

When moving several files across various locations, yes. For a single move between two machines, no. Your internet connection will restrict you to the rate provided by your ISP. Internal network transfers will depend on the speed of the connected NIC, which I assume is around 1Gbps.
