Do you have a Ryzen CPU? There's a bug with it that causes 16/32 bit operating systems to fail. You can fix it by following these steps, but any 16 bit programs will still cause a crash. https://msfn.org/board/topic/177951-impo...l-machine/

It seems I’m unfamiliar with Windows 98. It might actually depend on the hardware in your virtual machine, as newer devices weren’t always built to support older operating systems like Windows 98.
