Absolutely, it's quite a bit better than what you were expecting. The V3 supports DDR4 and 10 cores, making the price you see more comparable to earlier models. Just double-check everything before you proceed.
It depends on how you're using it. The Xeon V3 is Haswell, which isn't super outdated in Intel's world. However, its 12 cores ran quite slowly, which usually helps tasks that need many threads. A modern i3 or Ryzen 1600AF will probably perform better in everyday desktop jobs.
As long as it functions properly, it should be a solid offer. However, make sure to verify everything before proceeding.
With the bios mod it could operate at a high speed (3.1GHz), but the multiplier is fixed—you might get around 3.2GHz with turbo plus OC. I’d prefer to purchase an R5 3600 with a B450 motherboard from microcenter for the same cost.
