It will either turn on correctly if you have the identical version installed, or it will inform you that it's already been activated multiple times. You can contact Microsoft support to reset it, which is typical behavior.

It varies. For a Windows 7 key it functions on both 7 and 10. An 8.1 key supports 8.1 and 10. Be careful: it's an OEM product so changing it to another machine might be against the law. But phone activation generally works without issues.
