I just upgraded my PC and have a bootable USB for Windows ready for a fresh install. I’ve been working through everything—checking the boot sequence, turning off CSM, testing Secure Boot in UEFI mode both on and off, even disconnecting the USB during startup—but nothing’s resolving the issue. I’m feeling pretty stuck right now.

When it restarts, launch the BIOS, disconnect the USB stick, adjust the boot sequence if necessary, then store the changes and close. If it keeps showing up on setup, attempt to boot normally to observe the behavior. If that doesn’t work, rebuild your bootable from the ground up and try again. What method created the bootable? Consider using Microsoft’s media creation utility.

For a USB 2.0 flash drive, you might have to turn on old USB devices in BIOS. Rufus works well for creating bootable drives from ISO files. The Windows 11 Media Creation utility can also generate a bootable drive.

It appears as a functioning device. Once powered on, the PC initiates its standard startup sequence.
