Hey there! Glad you're here. I've been dealing with this issue for a while now—about six to seven times daily. Reinstalling doesn't help; I've tried all the fixes and even reset Windows once. Still nothing seems to work.
Never received any negative encounters with Blizzard before. My account was hacked on WoW by an old guild friend, who gifted me a free server transfer for a character I’d been stuck on. No questions asked. The person communicated in English clearly—definitely a plus. I recommend reaching out to tech support; it may take some time, but the experience was positive.
I might need to make a call. My new setup is almost done, so the call should be tomorrow lol
They offer top-notch customer support. I lost my email and password, but just shared my friend connection and in-game name to get it back. 
I recently unlocked a restricted WoW account by using the live chat option, and a GM helped me get back online quickly. They replied within just a few minutes. That was excellent support.
