I'm seeking suggestions for an offline mapping application. It should work without needing an internet connection. I want options that are not essentially spyware, preferably free or available as a one-time purchase, avoiding subscription fees.

I rely on Here We Go maps. I understand they offer offline access for mobile devices, but I'm uncertain about their availability for PCs.
