I made an error by buying a brand new DVD copy of 2019 Pro Plus from an Ebay seller and thought the seller could activate it online for free. There was no 25 alphanumeric code on the label inside or outside the box. The seller replied to my emails about activation assistance or refunds, but Ebay also couldn't help. My credit card company keeps rejecting me when I try to dispute this purchase. I followed their instructions, but some steps were unclear and they act quickly.

Are you certain? What did they specifically state? Unless the product clearly mentions it doesn't include the activation key, it should be covered by buyer protection.
Thanks to my exceptional luck, within three days of placing the order or getting the software, my old desktop PC crashed with the HDD and wasn’t worth repairing. Instead of purchasing an HP or Dell, someone built a great HTPC for me. However, when it arrived and I had time to install the DVD, it was beyond the 30-day buyer protection period on eBay. Sending an email to the seller for a product or refund didn’t get any response, and eBay stated they weren’t required to act further. They also couldn’t flag the seller’s page since there was none. I was definitely taken advantage of.
That's disappointing, at this stage you probably need to explore other options from trusted sources.

Amazon has it for less and Best Buy will price match them so at least I won't have to make that eco-idiot Bezos any richer. But it doesn't come with Access; only the Pro version has that for like double the price.
The cost of a legitimate software license can be quite high. Attempting to find it cheaply on fleabay frequently causes distress.
You might also consider obtaining a license through the gray markets. Be cautious of those platforms.
