This appears to be an OEM USB from Microsoft priced at $10 less than Newegg. If it's retail, you'd likely purchase it together with other components after lunch.

OEM ensures the license stays linked to the motherboard and isn't movable. Retail allows transferring the license. The two options are essentially identical.

You might contact Microsoft to have it moved, effectively removing the unique benefit of an authentic key.
