The issue occurred because Windows lost track of the partition it was monitoring, preventing it from assigning a letter. This was noted in the edit dated April 27, 2020 by vWORMHAT.

Location: Boot Configuration Data (BCD) identifier: e21a4269-4f32-11e8-b645-f858bc9a0c10. Recovery image index: 0, custom image index: 0. The Windows RE location is not available.

You can obtain a Windows 10 ISO by using the Media Creation Tool from Microsoft, then erase the device with that.
