You're missing a USB-C port on your computer. You have the official cable for your quest, but you're using a USB-C to USB-A adapter that doesn't meet the 15W power requirement. You're wondering if a cheap PCIe USB-C expansion card could fix this and allow you to charge and play longer. If anyone has suggestions, please share them. Thanks!

Sure, any PCIe USB-C card should work. By the way, I’m connecting my Quest via a USB-A port, and it seems to be delivering sufficient power.
