It doesn't need to be a water cooler, but I wouldn't expect 212Evo to go beyond 4.5GHz. I once reached 5GHz with CM 612Evo, though it was uncertain and not fully reliable—just enough to confirm using CPU-Z. For stable 5GHz performance, serious cooling and powerful power management are essential, as it requires over 200W and is similar to the FX 9590.

I'm considering purchasing a chip.
I have a Pentium 4 and no GPU, so I'm thinking about the FX 8350 and 1060. The site says it only costs 150 EUR.

They should work well together, but unless you obtain an MB fitting FX 9590 (which is costly due to their scarcity), skip the OC to 5GHz since it's not essential for the 1060. A stable 4.5 frequency will suffice. Even then, you'll need an MB with over 8.5 VRM.

MB equals motherboard, which is also referred to as mobo. That Asrock isn't suitable for any overclocking.

You're unsure about affordable options, but if you need something with decent stability, the Gigabyte GA-990XA-UD3 and Asus M5A99FX PRO R2.0 are just mid-range choices.
