Hey there! I'm here to help with your setup. You're using an Asus Z590 Strix-E with an I9-10900KF and 32GB DDR4 RAM at 4000Mhz. Everything seems to be working well so far—ram is running at full capacity and you're currently overclocking at 5.0 with a voltage of 1.315. The main issue you're facing is that when idle or in desktop mode, your CPU reaches 5000Mhz even though usage is under 10%. You mentioned it's not the power plan causing it and SpeedStep is active. It's a bit puzzling, but you're not sure what to adjust. Your room temperature is between 35-40°C, which is a bit warm for overclocking. Since you're not very experienced with this stuff, it's understandable you're unsure. Keep exploring safe temperatures and voltages, and let me know if you have more questions!

Because you're using manual voltage, you need to switch to offset or adaptive mode.

Determine SVID settings and proceed from there. If you apply offset/adaptive, it means SVID plus extra turbo voltage is used. I recommend just using offset. You can adjust the CPU load line calibration as needed.
