Your CPU should never hit 100 percent unless you're working with a video project. In gaming, your CPU usage is between 30 to 60 percent, while the GPU stays around 90 percent. All AAA games provide triple-digit frame rates. If I had a 144hz monitor, it would be easier.

Run DDU "Display Driver Uninstaller" in safe mode.
Pick nVidia or AMD depending on your card and click clean and restart.
After that, come back to normal mode and install the newest WHQL video drivers. Let us know what happens.

To enter safe mode, go to your winblows and run, type "msconfig" without quotes. Then select safe mode, click OK, restart the computer, and it will switch to safe mode. Perform the DDU there, and once it boots back, the setting you changed in msconfig to boot from safe mode will revert to the default normal boot settings, so no further action is needed.
If the CPU is dead, the system shouldn't power on.
If it does power on, it's probably not the CPU issue.
