This problem appears consistently across various games, including Apex, Destiny 2 and The Finals, with random stuttering or freezing happening roughly every 20 seconds. I recently upgraded my PC in December, so I’m trying to figure out what might be behind the issue. My system includes a Ryzen 7 7700X CPU, RTX 4070 graphics, 32 GB of DDR5 980 PRO memory, a 2TB SSD, an MSI PRO B650-P motherboard, and a triple monitor setup. If anyone has any insights or suggestions, please share them.

Occasionally high frame rates lead to freezes and stuttering. I recommend enabling VSync in the game settings or adjusting NVIDIA graphics options. Try this and observe the improvement. Another option is installing older GPU drivers, such as versions from 3 to 4 months ago.

Check all drivers from the motherboard website and confirm your PSU model. It might be less suitable for the system you're using.

Turn off the RAM XMP settings in the BIOS. Also, reset the BIOS by removing the CMOS battery, though I'm not sure it will help. Additionally, test the computer using a single RAM stick.

I encountered these unexpected freezes again, which led me to disable HPET. It's straightforward using CMD as an administrator—restart your PC and then turn it off again. Windows has built-in timers for certain processes, and sometimes HPET is enabled by default, causing issues during games for no clear reason.
