I’m using the MSI Core Liquid 240R and everything seems okay there. Farcry 1 core usually hits around 80% but I know it can cause problems, so I’m not too worried. Maybe the SSD is overheating? People install M.2 drives without heat sync and it works fine. My water coolers seem to handle it too. I don’t think my CPU coolers are the problem either. It’s odd though—I’m expecting around 115fps and sometimes lows drop from 1% to 30-40, causing stutter in most games except Forza which runs well on Windows 21H2 but not 22H2. I don’t feel like 80% of my library is affected this way. My time checks show a score of 31k with no stutters, so I’m puzzled. I might try a fresh install using just one SSD to see if the issue persists, especially since I have two faulty drives.

Have you discovered the answer? I'm facing the same issue and attempted most of your solutions, including 3070 plus 5600 times x. Here are some links for reference: https://streamable.com/2hbd8w https://streamable.com/d9llhs

Sadly, I've been using most of my AAA titles on the PS5 now because I couldn't resolve the problem myself—it looks like you're facing the same issue, right? Does this happen frequently in many games for you? I've been considering swapping out my motherboard with an older one to check if it improves things since it has a stronger CPU.

It seems the issue is appearing across all games I play. I’m planning to replace my 3070 with an older RX 580 to check if that resolves it, and if not, it might be related to my motherboard.
