If undervolt + OC, try running Ryzen 3600 at 4425Mhz with a voltage around 1.225v.

You didn't say what voltage your friend used. If it's above 1.4V, maybe their CPU got damaged. I think I can handle 1.6V and it should be fine because I'm using a 45nm core, but newer chips usually have lower safe voltages as transistors get smaller.

Ryzen remains stable at 1.4v vcore, but for added security it's better to stay below 1.35v.

As long as you stay below 1.3v manual, adjusting the frequency to 4000 or 4400Mhz per core doesn't matter much. From a temperature standpoint, I don’t notice it exceeding 80°C during gaming. You’re using a 240mm liquid pump.

Irrespective of frequency, keep it below 1.4v or 1.35v. Also maintain temperature under 90°C; aim for under 80°C for best results.
