The w that brings a Ryzen 1200 is 65w and can be optimized up to 3.6 ghz without changing voltage settings. My concern is, if you don’t adjust voltages to reach 3.6 ghz, will the Ryzen still use 65w? Would it exceed 65w?

I believe it might not reach the 65w threshold except in very rare situations during testing, but it's more probable it will remain below it.
