I checked the specs and conditions for your setup. Running at 4.1GHz with 1.3V should be stable under those limits, but pushing higher could risk overheating. Make sure the cooling system can handle it.

Yes, you might attempt to reach 4.3GHz, but it's a rare occurrence. My 2700X is limited to 4.2GHz.

It seems fine to push it, but the stock cooler won't handle it. You might want a separate cooler for that. I've heard that clocking the Ryzen can lower gaming performance, and if you're overclocking, an X399 or newer capable motherboard is recommended.
