Hi guys. I attempted to overclock my processor (i5 4690k). After adjusting the settings and saving the profile, I loaded it but when booting up the PC, the CPU still runs at 3.5GHz. Is this typical or should I take further action? Also, I noticed the CPU usage stays between 30-50% during idle. Could you help me understand why? Also, I tried using the razer mamba and kraken 7.1 on a USB 3.0 port, but it didn’t make any difference.

Power-saving functions activate when they aren't turned off. Check performance under maximum load with a benchmark. It should improve to reach the set OC.
