It's really frustrating and seems to affect only Chrome. You mentioned you can't disable hardware acceleration because your FX-8320 doesn't have a graphics card.

In fact, I sometimes notice it when I scroll quickly, though only briefly and without much attention. Probably a Chrome issue.
