Observation of unusual system performance following BIOS access.
My PC is brand new and operates very quietly during the initial boot into Windows. But once I enter BIOS, a distinct noise appears, described as a "oowoowoowooo" sound. This happens even after exiting BIOS and restarting into Windows. It only ceases when the PC is completely shut down and restarted again. It appears the system isn’t adhering to the BIOS fan curve settings at first, then resumes following them once BIOS access is granted. I’m not certain about this behavior, though. My system hasn’t been overclocked, and temperatures are normal.

16GB RAM

There's only so much you can illustrate with the aid of text whereby you need the assistance of other forms of media. Video with audio being one of them. Please include that in order for us to gauge what you're experiencing.
As for your specs, you forgot to include the make and model of your PSU(in spite of posting this thread in the
power supplies
section). Might want to also include which BIOS version you're on for your motherboard at this moment of time.
Changed the original post to the Power Supplies section; the PSU wasn't the first problem I mentioned regarding the model.
The audio I'm referring to includes a noticeable background hum. At higher volumes, you can clearly hear a clear "ooowoowoowoo" sound. This phenomenon doesn't seem connected to the BIOS and typically appears about 30 minutes after the PC starts up. It disappears during POST but reappears when the Windows login screen loads. The volume fades slightly when accessing the BIOS settings.
You have one more BIOS version pending update. If you do get around to doing it, please clear the CMOS once you've verified that the BIOS was updated successfully. On the note about the audio, it sounds fine to me though mentioning your temps wouldn't hurt. Please include your ambient room air temps as well. With that mentioned how is you AIO hooked up to the motherboard/system? Make and model of your chassis and the orientation of the AIO and fans in said chassis?
Thanks for the update. The CMOS is cleared and the temperatures are normal. The CPU runs at about 19-20°C idle, GPU around 30°C. Occasionally the sound disappears briefly after a boot but returns, appearing to depend on system load and starting with the Windows login screen. It doesn’t seem to be from the fans. I have an XC982 | LQ240PRO with Xilence AIO fans in a Fractal Focus 2 case. Am I experiencing something unusual?
