Inspect beneath the CPU for any missing SMDs that might be causing the problems. Alternatively, it could be a failed deliding effort with damage near the IHS.

It seems ideal and nobody seems interested in the i5 6500. Probably best to try it again later, though I suspect it's no longer available.
