Seems you've covered most common fixes from the manual. Have you attempted using the tool made specifically for that RAM rather than alternatives such as SignalRGB? Kingston FURY™ CTRL

For RAM RGB issues on your system, try the Kingston Fury CTRL tool designed specifically for RAM RGB. This lets you manage your RAM's color effects while keeping other RGB settings flexible. If your RAM is recognized properly, the software should function correctly.

You mentioned checking screenshots for 2 and 4, but now it's about CPU-Z 1 and 2. Did you possibly mix up the physical slots? Make sure to take a photo of the board—are the connectors actually in 2 and 4?

It appears unusual that the system is recognized and functions properly, yet it doesn’t show up in software scans. Try launching CPU-Z with administrative privileges to check slot 2 and 4 SPD details. Don’t just open CPU-Z; execute it as an admin to see if the information appears there. It’s possible the software is outdated or hasn’t been updated recently. You might need to reinstall it. If the data shows up, it could indicate an older version of their RGB tool. Consider giving it a test run.

They might be different, but many people found solutions online, especially on Google. Some reported success with running as admin, while others said CPU-Z reinstall helped. I encouraged the poster to give those a try.

I have no uncertainties. Programs can behave strangely at times. I haven't faced this issue in the past 15 years, though. I've never used RGB software after reading all the problems related to it, but it hasn't led to BSODs or made cpuz stop working unexpectedly. That's my understanding. Resolved issue 3: Updated BIOS files I retrieved and applied the newest ones for my motherboard, and it worked afterward.
