It might simply be that the 900 series has newer drivers and software available (like dx12 and mfaa). This aligns with the fact that Witcher 3 is a fresh title. The Witcher series could also be built around Maxwell and updated cards.

IF there is a significant difference between Kepler and Maxwell (and that's a big if), i doubt it's deliberate (deliberate as in malicious) and just a result of the difference in architectures.

My performance matches what I expect, though mine is slightly better since I turned off motion blur (it's tough to handle) and AA (not needed for 4K). I also disabled Hairworks.

The GTX 960 shouldn't surpass the GTX 760 by 10 frames at 1600x900 resolution. (960 delivers 38fps, while 760 operates at 28fps)
