I used an AMD-based PowerEdge server with a GT 730 card and encountered the same issue even on a virtual machine. I tested various Windows versions—32 and 64-bit, including Windows 7, 10—and none resolved the problem consistently. The error has persisted since Windows XP, with no universal fix found. It seems to be linked to AMD CPUs and NVIDIA graphics cards, though Intel CPUs can sometimes handle it after a driver update or reinstall. For amusement, I transferred the same card to another newer AMD system and still faced the same error. "Windows has disabled this device due to reported issues with error 43."

The initial configuration failed until I swapped the first line with that QEMU domain tag.
