PC starts up but monitors stay blank, no activity. Skipping posts. Replaced the old CPU and everything functions properly. Steps I've tried: resetting CMOS (possibly incorrect), re-seeding the CPU, which seemed to have no effect. Any suggestions would be helpful. Hardware: Ryzen 5 2600 (upgrading to 5700x3d MOBO: Gigabyte Tech B450M DS3h V2 BIOS v67b, 32GB RAM, Windows 11).

BIOS should work fine because the board supports the CPU from F60. A new BIOS version F64 is available—consider updating. (Gigabyte also clears CMOS settings when flashing BIOS.) I recommend using the minimum system setup: GPU since the 5700X3D lacks an integrated chip, one RAM stick, and no storage. Then try re-flashing CMOS again. (Refer to the motherboard manual or follow a generic method: disconnect power, press the power button several times, remove the CR2032 battery, then connect the two battery terminals using a paperclip or large screwdriver.) **If your board uses a jumper to reset CMOS, verify it’s back in the correct position. In many cases, it should be an open jumper. Also, have you tried spinning up the fans?**
