CPU temp stays between 69°C and 74°C during gameplay, not exceeding 75°C. Usage is high—70% to 80% CPU, full GPU load. This setup with the Intel stock cooler seems appropriate for the temps, but performance may dip under sustained load.

It's typical for that generation of Intel CPUs to have a stock cooler that performs adequately. The temperatures usually stay within the normal range, but they don't exceed ~90°C. If you're not happy about the ~74°C reading, upgrading to an aftermarket cooler might be a good idea.
