I started with a 3600XT AM4 CPU and noticed improved performance and cooler temperatures using a static clock and voltage. PBO seems problematic for older chips, so I recommend setting the maximum load voltage to 1.325V. It’s unlikely you can fully utilize that power, especially in hot weather without air conditioning. A voltage around 1.25V should provide a comfortable experience, possibly allowing around 4200MHz.

It occurs mainly with boost algorithms. GPUs handle it most of the time, while CPUs—Intel and AMD—do so only when using their advanced boost methods. When you restrict clock speeds, it becomes a concern only if you're fine-tuning boost settings; for example, on my 5900X with a positive voltage offset, I achieved 600 points in R23, but this doesn't always happen. On Intel chips, the performance drops significantly even though the clock stays similar. Updated August 5, 2022 by RONOTHAN##

Stirs up the sluggish transistors. What does a 5900X transistor count mean? Around four billion and half a billion—ignore the tiny numbers. A fraction of those might be resting. (From 4.15 billion transistors, that's quite a lot!) If you let enough rest, the PC might crash or restart unexpectedly due to a big drop in core power. But if you wake them up, sure, it can boost performance and speed. The final outcome? All overclocking comes from applying higher voltage, not lower. That’s not helpful. Why? Because transistors at 7nm still leak voltage just like older designs. (Not the same as a 130nm Opteron socket 940—wouldn’t be AM2)
