I'm attempting to run 2 GPUs using a 1000W power supply. Works fine without the 2nd GPU, when I attach the 2nd GPU the PC won't turn on. Pressing the power button only causes the RGB RAM to light up, fans don't start, no other indication of being powered on.
Details:
PSU: Apevia ATX-PR1000W PCIe 5.0
1st GPU: NVidia GTX 1660 Super
2nd GPU: NVIDIA Tesla K80
Mobo: Gigabyte Z790 UD AX
Only thing I can think of is the PCIe 5.0 cable is designated 600W which could maybe imply only 400W available for everything else, but that seems like hopefully not how that would work...

Did you install the power plusg on the first and second GPU?
Did you test each GPU individually?
Modify the motherboard's BIOS settings.

The PCI Express 5.0 12VHPWR cable delivers up to 600W to a suitable GPU card, though if you're not using this cable with your Tesla K80, the power isn't lost but remains on other outputs.

Your motherboard features two 8-pin aux CPU connectors.
These are essential for overclocking, running high-performance processors, and accommodating additional graphics cards.
Both must be connected properly.
A single cable with two 8-pin connections might not function effectively.
Apevia is not considered reputable, and a 1000W power supply paired with only two 6+2 PCIe connectors for $89 would indicate low quality.

I'm unable to reach the BIOS when both are connected. I turned off the integrated video, but no improvement was seen. The issue seems related to the CPU or GPU connectors—currently two cables are needed for the GPUs as their sizes differ.

Reset the CMOS using a jumper, with both cards installed (turn off power from the wall before resetting), then try booting again.

have you experimented with alternative power cables? even using two 8-pin versions of the same cable to test. consider switching to a different PSU if feasible. capture some photos of your setup and upload them to imgur.com or a similar platform. perhaps we might identify something unusual.
