I increased my 8700k from 4.8Ghz to 5Ghz, but when I try to revert to the previous 4.8Ghz settings, the CPU voltage override prevents it. I'm attempting to adjust it but it keeps showing 1.400 regardless of changes. It was at 1.300 before, and pressing F10 to save says 'Nothing in the bios was changed' with the setting still at 1.400. My motherboard is an Asus Z370-a, can you help?

You may need to begin anew if necessary. Keeping in mind the previous environment, navigate to the bios and select f6. This action provides a chance to reset to the best default configurations. Restart and return to the bios, then adjust the settings according to your preferences.
