When C states are turned off, the highest multiplier stays at 37. Keep SpeedStep and Intel Turbo Boost enabled in the BIOS. You can leave Core C states active as well, though that’s optional. In the BIOS, adjust the turbo ratio limits to 42, 42, 42, 42 regardless of how many cores are running. If issues persist, try ThrottleStop. Share screenshots of the main window, FIVR, TPL, and Limit Reasons windows so I can check your BIOS setup. Don’t reinstall Windows; it won’t fix the issue if the BIOS isn’t configured correctly.

In the Advanced BIOS under the Ai Tweaker area, turn off ASUS Multicore Enhancement. Input 42 for the core ratio and choose the Sync All Cores option. You may also opt for the Per Core setting. If this doesn’t resolve the issue, navigate to ThrottleStop on the left side of the FIVR window, toggle the Overclock switch, and adjust all turbo ratios from 39 to 42. Save your changes and press Turn On. The word Monitoring should no longer appear on the title bar after pressing Turn On. If limitations persist, open the FIVR window and verify the Disable and Lock Turbo Power Limits box. So, essentially I can't exceed 39 in the Overclock section. Spoiler: I forgot to note that. Turning off Multicore Enhancement and switching to Per Core from All Cores didn't make a difference. Also, disabling and locking the turbo power limits didn't work either.
