Your CPU will only reach its full potential of x4 in your PCI-e slot. You might attempt to set it to that speed within the BIOS. Consider reinserting the card, using compressed air to clean the slot, and inspect both the card and motherboard for any signs of damage. Also, remember to include a reply if you need the author to be notified.
