New configuration just installed. Strix-B650E-F 7800X3D with MSI 4090 liquid cooling. No video output on any ports. LEDs work but fan isn't spinning. Not recognized in Windows. Installing Nvidia drivers caused "GPU not found" error. Enabled discreet GPU power in BIOS. Reset CMOS and tried connecting to second PCIe slot—still no luck. Updated: Used a different MSI Tomahawk board, but issue persists.

Are you utilizing the IGPU? Have you switched to a different PCIe generation? Consider using Gen 3 or 4. If that doesn't work, ensure everything is connected properly. You're testing another card in your system and verifying the 4090 on a functioning machine.

Also check for the cable problem in the 4000 series; ensure separate PCIe power cables are linked to the card's power cable.

It's just a separate GPU from the processor's GPU... ensure the power cable is correctly attached to the PSU (separate) and firmly plugged in. Reset BIOS then switch PCIe generation to auto.

Yes, I adjusted it for a dedicated setup and Gen3 compatibility. You’re connecting directly to the board without using a PCIe extender cable.

if you have no success, then i would make sure your power cables are all correctly firmly plugged in both ends if its modular psu, cards not in a pcie extender? so really if the cards working and not faulty, and the pcie slots on the board are working same with your psu, then setting the bios gen from auto should be giving you success, others may know more..but I would be inclined to think the cards the problem espeically if theres no fan spin on it as usually all fans kick in on start of pc.

It clearly shows the PSU isn't receiving power via the PCIe cables to the cards. After plugging in the cables from the 2070, double-check that they're connected correctly to the PSU outputs and are securely fastened. Inspect the ends of the cables for any obvious problems like loose wires. If everything checks out, the issue likely lies with the PSU itself. You could test using your previous PSU and the 2070 in the new setup to confirm. If your old PSU has four PCIe ports and they're daisy-chained, consider testing the 4090 in the older system as well.
