Usually it's only excessive when it begins to leak excessively during tighter cooling. The clamping pressure will push out any extra paste so it doesn't become problematic at the interface, but it can turn into an issue if it flows onto adjacent parts. In short, it rarely becomes too much, often falls short, and a bit more is preferable to nothing.
My environment is between 10 to 20 degrees Celsius and the idle runs at 34°C. When I enable full boost, the idle drops to 3.9 GHz and stays within or below 60°C. That’s a win compared to my previous setup (idle 45-48 and load 72). Also, I wanted to check if my CPU is stuck at 60-80% utilization without doing anything, since I changed the minimum processing threshold to 5% but it hasn’t made any difference.
