I must acknowledge your point. However, Naughty Dog is only working on PC right now—they’re just being contracted to create games solely for Sony, and I believe they haven’t released titles for other platforms yet.

The motivation mainly comes from the desire to maximize profits. For instance, a developer creates a game and presents it to Microsoft, which expresses strong interest and plans to launch a franchise. Microsoft aims to boost Xbox 1 sales, so they offer a substantial payment to make the game exclusive to that console. Why? Because selling a popular game can generate about $50; however, a niche title only sold with a $400 system might bring in $450, as more people tend to buy games for their consoles. TL;DR: Exclusive releases encourage console purchases. Game publishers decide exclusivity, not the developers.
Essentially, exclusive deals on specific platforms encourage people to choose those services. I purchased an Xbox360 for Halo because it functions well, and I plan to buy a PS4 for The Last of Us 2 once it releases (though maybe second-hand or at a discount).
Fixed issues on consoles. Tested on consoles and PC. Played on consoles. Rendering works. Testing on PC. Playstation uses different graphics tech than most PC games.
