There’s no option to turn it on. You can’t activate something you don’t have any influence over.
I doubt it's feasible, yet check the results by turning on Nvidia Profile Inspector in Windows and saving the adjustments.

Well fast check, specifically looking 8700 and ReBAR found evidence that it should work with given CPU: As said before by @Mumintroll if OP didn't look for SAM then he might have just missed it. Or it might be that HP hasn't bothered to implement the ReBAR on that motherboard.
This might be challenging to set up because the system uses both an AMD graphics card and an Intel CPU.
