I own the MSI gtx 660 oc, which was factory overclocked by 26MHz. As the card ages, I plan to upgrade soon, but first I want to boost both my GPU and CPU performance. I set it to +30MHz, which gave a modest 5-10 fps increase. Before and after testing in Unigine Heaven it scored 635, but didn’t show any extra points. I haven’t noticed any FPS gains in games. It seems the boost might be happening automatically if I set it higher, like +70MHz, which causes my GPU to overheat. Am I doing something wrong? I know overclocking can improve performance, but it’s not working for me.

Sure, here’s a list of all the changes made to the CPU and GPU.

Also include your case and cooling conditions along with temperatures. If you aim for a clear performance boost, you'll need to enhance all components and maintain optimal cooling. What are your current CPU, RAM, GPU speeds and usage? Which tools are you using to improve your GPU performance?

I'd be quite astonished to find any significant improvement from 30mhz, let alone a 5-10fps boost. For such gains, you'd expect around +150 or more, but only if your system isn't limited by a weak CPU.
